Following an intensive audit, the Dutch Human Environment and Transport Inspectorate (ILT) has accredited the basic course ‘LNG as Fuel’ offered by the STC-Group. This means that the STC-Group is the first institution in the Netherlands to receive maritime recognition for its LNG basic course for the maritime shipping industry. According to the IGF Code, this course is mandatory for the crews of ships fuelled by gas or other highly flammable fuels from 1 January 2017. The goal of the IGF Code is to minimise the risks for the ship, crew and surroundings. The training requirements have been developed within the STCW regulations for seafarers.
An important aspect of the goal of the International Maritime Organisation (IMO) is the long-term reduction of the environmental impact of the shipping industry. Switching to a cleaner alternative as LNG contributes to this goal. This initiative is co-financed by the European Union through the ReaLNG project, which is aimed at the adoption of LNG as a marine fuel for the shipping industry. The STC-Group developed the ‘LNG as Fuel’ basic course as part of this initiative.
The emphasis of the ‘LNG as Fuel’ basic course is on the properties of and working with LNG and other highly flammable fuels. Considerable attention is also devoted to practical situations, such as bunkering and incident management. The practice-oriented component takes place at the Fire & Safety Training Centre and at STC-Group’s practical Tanker Training Facility. “The use of cryogenic demonstrations and the Tanker Training Facility provides a valuable contribution to understanding the concept because they simulate practical situations in a realistic manner,” explains Maritime Shipping Manager Evert van Leeuwen.
The audit carried out an examination of all course documentation prior to the onsite audit. Early February the auditor attended the two-day course and performed a site visit of the practical training laboratories. The auditor claimed the course was enjoyable and informative and, in terms of content and requirements, easily meets the STCW requirements. This resulted in accreditation, making the ‘LNG as Fuel’ basic course the first maritime IGF course in the Netherlands to receive such recognition.
